José Vicente Guzmán graduated from the Externado University School of Law and received a master’s degree in maritime and transportation law from Cardiff University (Wales, United Kingdom). He has practiced in these and other related fields during more than 25 years providing legal services as advisor, litigator and arbitrator. Mr. Guzmán has also been part of several drafting commissions of bills in maritime law, aviation law and transportation law.
Mr. Guzmán is an arbitrator at the Conciliation and Arbitration Centers of the Chambers of Commerce of Bogotá, Barranquilla, Santa Marta, Cartagena, Medellín and Panamá. He has been appointed as arbitrator in several disputes related to corporate law, insurance law, transportation law, maritime law, infrastructure contracts y administrative law.
During his career, Mr. Guzmán has been counsel of private and public entities and litigator in the aforementioned fields of the law. He has also been advisor of the Inter-American Development Bank in several research projects related to transportation and infrastructure. Mr. Guzmán has participated in legal structuring of transportation infrastructure projects, especially in port concessions. He has advised several companies for the structuring of dry ports, inner cargo terminals and logistic platforms in Colombia (at the pre-feasibility and feasibility level).
Mr. Guzmán is author of the books “La Jurisdicción Marítima en Colombia” (2002), “El Contrato de Transporte Marítimo de Mercancías bajo Conocimiento de Embarque” (2007) and “Contratos de Transporte” (2009) and has written several articles in maritime law, ports law, transportation law and aviation law both in national and international publications. Mr. Guzmán is a member of the Ibero-American Institute of Maritime Law – IIDM, and the Comité Maritime International – CMI.
Mr. Guzmán was a professor of the commercial law department of the Externado University School of Law during 18 years. He was in charge of the Transportation law lecture in several graduate programs and was the Faculty Director of the Maritime law program.
As a public servant, Mr. Guzmán was the Foreign Trade Colombian Institute’s (INCOMEX) International Prices Division Chief, Secretary General of the Special Administrative Unit of Civil Aeronautics and Adviser of the Presidential Counseling for the State’s Modernization, where he participated in the drafting commission of the restructuring rules of the Public Works Ministry in order to replace it for the Ministry of Transportation.
Mr. Guzmán is the founding partner of Guzmán Escobar & Asociados and currently is Esguerra Asesores Jurídicos’s most recent partner, where he will be in charge of the firm’s practice in maritime law, transportation law and arbitration.
