Prior to joining Esguerra Asesores Jurídicos Carlos worked as a research attorney at the NGO “Corporación Excelencia en la Justicia” in public policy for justice topics (2013). Later, he worked as legal advisor at congress (2014-2018), specializing in public law, public policy, defense and inteligence matters. He was also formerly an advisor to the Minister of Justice; responsable for the analysis of topics in constitutional law and coordinating the legislative strategy (2018).
Within the academic domain, Carlos has authored research works with distiction. His undergraduate graduation project “El juez de tutela como arquitecto del Estado social de derecho” (co authored) received honor mention and was published by Editorial Ibañez and Pontificia Universidad Javeriana, while his master’s thesis “Un elefante en la habitación llamado mermelada: el sistema de gobernabilidad nacional desde el derecho constitucional y el ’public choice” was awarded with merit and suggested for publication by the Universidad Externado de Colombia.
Carlos has been a lecturer on several undergraduate courses at the Javeriana University; “Constitutional Theory” since 2014, “Administrative Law” throughout 2016 and “Constitutional Controversies” since 2017. He is also a frequent graduate course lecturer in different law specialties; mainly Constitutional Law and Administrative Law at the Javeriana University. He has also taught at the Universidad de los Andes’ graduate LLM course “Discusiones contemporáneas en Derecho judicial y procesal”.
